Make stargates destructible (need to have say 2 full fleets of caps take all day to do it or something, make it an achievement like popping an ice cube used to be) resulting in systems that can only be reached by wormhole, cyno or jumpclone.

Hugely bump the gate charges (or institute 'tolls') between major empire high sec systems, have a half price gate toll in low sec systems & allow pirate npc factions to have their own gates for people with pirate faction standings
